According to Special:Statistics there are 931 files here. But there are 1263 files in వర్గం:GFDL బొమ్మలు. So more than 300 pages are probably just files where the file is located on Commons but where the category is added locally for some reason.
The next problem is that only a few files have an actual license tag. The rest of the files were put in the category directly and in most case it was not added by the uploader like here wikt:te:Special:Diff/710528. I do not think that counts as a valid license.
